Not defending his actions but a city like Portland or Seattle is a better place for that kind of company in the long term. VA has a tech industry but it is pretty much entirely government and defense. No one in VA works for peanuts and the developed parts of the State are not cheap at all. VA has the wealthiest counties in the US (by median income.) Most people don't know that because they still think of it as the capital of the Confederacy or something.

Just saying, if you want to hire the kind of people who would work in any kind of a startup, especially a YouTube company of all things, you'd be better off on the West Coast than in VA.

That's not to say that was the right move at the right time (apparently it definitely wasn't.)
