My brother runs it on ultra at 60 fps 1080p on a GTX 970. That means a RX480/470 will run it very well at that resolution.

Oh, also my living room PC runs it fine with an RX380. Those are cheap. But if you're buying last gen cards I'd just buy the rx470 or rx480. They're $200. That's cheap, and you'll be set on 1080p 60 fps for most games for a long time.

Looking at prices of cards I know can run the game well at high/ultra settings at 60 fps 1080p I think you pretty much have no reason not to just buy a rx470 or rx480 if you want to buy new.

The GTX 970 is like 5% faster than a rx470, and because new GTX cards basically double its speed it can be had pretty cheap now. That may be your best deal. if you can get it for $200.

All of these cards are within 10% of each other. The RX470 is theoretically the most future-proof because it's built with DX12 in mind, whereas the other cards are from an era where DX11 was the new shiny thing to optimize cards for.
Since you asked for cheapest, that's what you have to work with. Also consider upgrading to a RX480 though because it's only maybe $60-70 more, and it'll be a solid card for a long time. I know that's getting pretty far off of your "cheapest card possible" request though.

I would not buy a 960 for $150 when you can get a rx470 for $200. You're talking bare minimum card for modern games vs a totally fine card that can even push upgrading to better monitors(fuck you 144hz is much better for FPS games and if you tried it you would agree).

I did try it but I couldn't get over the fact it was a disgusting TN panel next to my IPS panel and I'm not shelling out $700 for an overpriced IPS 144Hz panel
I admit the price is not very reasonable right now, but having an IPS 144hz I don't think I could ever go back. It's the biggest difference in my PC experience I've ever seen from a single spec upgrade.
Also, a $700 monutor will last for 4-5+ years, whereas a $400 GPU is a 2 year investment. Seems totally fair to me.
960 will max it out at 1920x1080 and get around 65-75 fps, so unless you want to play at a higher refresh rate than 60 Hz there you go.
There's also RX 460, not sure how it matches up against a 960 on price and performance yet though.
I'm Canadian so everything is harder. The RX 480 and 470 and 1060 cost the same right now. $350, it makes me want to cut myself.
The 970 costs more than the 1060 for some reason.
So these are the two builds I'm considering.

as far as GPU goes, is overwatch really the only game you're going to play? If so just get the i5 w/ a cheaper GPU than the 1060. If you want to play other games the 1060 will max out any game at 1080p right now. The first one is a solid $800 build to run every 1080p game available.
Don't forget that you need a PSU. Also I'd budget in an SSD if you're building a PC in 2016.
Also, you're seeing 970s cost more than 1060s because people are still charging retail price trying to scam people.
The actual value(as per ebay sales) of a 970 is around $170-200 USD now. I'm not sure if you can find equivalent deals in Canada.

upgrade the cpu to an i5, it'll last you 5+ years for a little more investment. having an i3 and an rx 480 is too big of an imbalance for your build and will have awful longevity. Go for a cheaper GPU to make up the difference if you have to.
The r9 380 in your second build on your first pic+the i5 in the first build would be a better balanced build than what you just posted. For the same price.

if you get the i5 and the 380 you'll be able to run most current things at high-ish settings(Overwatch at ultra I think, that's basically identical to my living room PC but I don't remember if I run high or ultra in there)
Then you have a good CPU and you can upgrade the GPU if a new game comes out in 2 years that you want to max out.
GPU swaps take 10 minutes, cpu swaps usually mean building a new PC. Go for a good CPU now or you'll regret it in 2 years.

I got a 1070 SC with a 6700k. I can play on 'Ultra' at 1080p with lots and lots of FPS but I limit mine to 72 just so my 60 Hz monitor can keep up (60 feels too laggy for some reason).
That's not max settings though. 'Epic' is the new Ultra. Setting the quality to 'Epic' tanks the FPS down to 60 and below, or maybe it was higher but it feels slightly more unresponsive and I hate it.
I can also play Ultra at 4K, but with about 30 FPS. Haven't tried Epic at 4K yet, too scared.
If you want to max out Overwatch, get a 1080. Or better yet, be patient for a few more years and get a new generation GPU that can do 4K at silly high FPS.

Also forgot to add not to always trust the onscreen display that says what FPS you're getting. It can say you're getting 60 or 120 fps but it can still look and feel like you're in the mid 40s. Sometimes 30 if it's not an optimized game.
For instance, I also play Ghost in the Shell First Assault, and while Steam and MSI afterburner tell me I'm hitting 140 fps, they're totally lying, because the game stutters so much and you never get a consistent framerate even with syncing technology. That game always feels like you're playing anywhere from 30 fps to 45 fps, not even a solid 60.
I've noticed this in Overwatch too, but not nearly as bad. The game will tell me I'm at 50-60 while playing on 4K, but it sure as hell doesn't feel or look that way. More like 35-45, and that's only in the training area or a map without players. I'm sure it will drop with lots of action going on.
get faster ram, 3000mhz will be worth the extra 10

960 won't max it out, but it runs great. 1060 probably will. Anything over that is overkill for 1080p

Not every game uses Havok or it's own (Overwatch).
It's properly threaded, and not very GPU heavy.
So any non-potato PC should be able to run it on high / max.
My i7 950, and even my 4700HQ clocked at 2.39 ghz (turbo off) laptop CPU can max it out, so it's definitely not CPU heavy.
GPU wise, it's again, very low impact, only taxes my 880M if I ramp up the AA and useless shit like that.
Please refer to Logical Increments. They have a guide for Overwatch and they recommend the best GPU/CPU combo for any price range and graphic settings. One of the main creators of Logical Increments told me that I should be able to play OW at around 144 Hz on 1920x1080 res on medium/high settings with my Intel i5 6500 and GTX 1060. At high/very high settings my system should get around 90 fps.
970 gets 90 fps on or near ultra
Get a 1060 over the 480, the 1060 will perform much better

750ti is prob the minimum needed to max out. So by price go with a 950
