actually debian with any DE installable from the tasksel is just debian.
Ubuntu is fragmented because canonical only wants to support unity, all other DEs are pulled from debian testing at release time, so in order to have a nice stable gnome or kde they need a separate team of maintainers that push package versions needed for their distro (DE) on time of the release into ubuntu repos. Or something like that, i may have not understood that right.
