Officially it's pronounced "Sequel"..
Boyce and Codd devellopped a langauge called SEQUEL (Structured English Query Language), but since that was already a trademark by a different company they changed it to SQL.
But nowadys everybody calls is "Ess Queue Ell", so - who cares?

If context doesn't make it obvious that you're talking about Standard Query Language, whoever you're taking to will probably ask for clarification anyways, just to make sure. Ergo, it doesn't fucking matter.
