Going to be honest. Haven't really felt a need to root a device since like, Galaxy S/S2 days. It's a pain in the ass on a lot of devices, and doesn't really add much, for me anyways. Really just not worth the hassle.

No, it's merely attaining privileged control (usually through a security exploit). On Android devices when rooting, you get a superuser app in your app drawer, which allows you to manage the superuser access for apps which require it. All of this can be done on your stock OS, without unlocking your bootloader.
Though to install ROMs, such as CM, you will have to unlock it - certain manufacturers such as Sony and HTC make that really easy - they even encourage people. On others..I have no idea how it is doable, since I've only owned Sony devices. Unlocking the bootloader on most devices is not impossible, though - even if the manufacturer doesn't have an official method.
People use CM (and other third-party firmwares) to update their OS when the manufacturer has dropped support, to run a lighter version of Android for performance gains (though I don't really think that's a problem nowadays), or to customize the hell out of everything. I'm not even covering everything that can be done, but you should be able to get the gist of it.

Why do they want me to update to an unstable version this bad? I had to go through the trouble of allocating memory to my system folder when updating to 13 because it was too big for my old s2, I don't want to update anymore.

Since CM12 when you install it, at default values CM unroot the phone. You have to manually root before it allows apps to root access the phone.
