RTGs put out a couple hundred watts usually. You could probably run a laptop off one, or a shitbox desktop.
RTGs aren't meant for high power scenarios, they're meant for cases where you need a constant low power supply, and coincidentally a heat source so your electronics don't break.

It's a huge problem and has always been.
RTGs and medical devices (ie the Goiania accident) are commonly just abandoned.
Reactor waste are typically at least marked up as dangerous and they're typically guarded, at least the high-intensity ones.
The scrap metal thieves also contaminate scrap metal going for recycling and then thousands of tons of radioactive metal are send to circulation again.
God knows how many radioactive metal objects exist because of this.
