What is the best VPN for someone inside the UK? The snoopers charter has been drafted into law this week, establishing a legal framework for what was already done in a more clandestine manner. I do not plan to use a VPN for anything illegal but the paranoia in me wants my data safe from a casual law enforcement check.
I was thinking perhaps ipredator but if I recall they are set up in sweden so would be subject to european diplomatic agreements. I was also considering one based in russia but I can't find any?
VPNs will be made illegal soon, so I would just leave the country.

I really don't know that much about vpn's but I do think all of them saying they don't keep logs is bullshit (why the fuck would they want to take legal responsibility for your actions for a measly couple of dollars). However, if you're not some person of interest I'd say the government isn't going to go through all the effort of suing a vpn or hacking your shit.

Yeah I still don't think that's true, but seeing as they're based in Panama, you're not going to have trouble either way. Make sure to check if it's fully functional when you're using it by doing DNS leak test. Maybe there's more things to check but I've got no idea.

One question, tt seems that on their server page they offer TOR over VPN:
Does this mean that if I use that option they route my traffic through TOR, and my exit node will be either their VPN or a TOR connection Or does it mean I can use TOR my self, and the exit node will be either a their VPN or a TOR connection?

For web browser only VPN you might want to try Opera in Private Browsing Mode (or Incognito) where the VPN open would be right of the URL bar.
I use it for accessing blocked torrents websites.

Just looked on their FAQ and it looks like you connect to their server, then they use Tor
But tl;dr you don't want a 5-eyes country, a country with a mass surveillance program or a country with heavy censorship. But you still want decent tier-1 infrastructure. If you're paranoid, you might want to avoid the EU as countries that don't have mass surveillance programs will be surveilled by those that do through the use of the shared infrastructure.
