OP I had the same problem. I ripped off the foam around it to make it fit. It's kind of sticky, but it still fits.

sometime between 2009 when I got my Nehalem mobo and this year when I replaced it with a Skylake they started putting this padding shit on I/O plates and I've been trying to figure out why the fuck they did that. They certainly never did before, all the way back to when ATX was a new thing in like 1996

Just because it contacts it doesn't mean it acts as a ground. The posts you screw the mobo onto act as common grounds, you don't need the rear panel fascia.

I/O shields are always kind've a pain in the ass to get in unless you get a nice mobo.

Even if it really does ground, why in the world would it be required to install? It installs so flimsily and is made from such low conductive materials compared to everything else that the electricity would have no reason to go through it.

It keeps out cpu mites and those little copper colored hairs too.
