He bypasses the translation lookaside buffer entirely by doing away with a separate virtual memory space for each process, it's just one big map of virtual memory. In order to have multiple programs run in the same address space dynamically, they need to be relocatable (i.e. you can drop it anywhere in ram and if you jump to it's entrypoint, it will run correctly). To compile code to be relocatable you need to use relative jumps instead of absolute jumps (i.e. jump forward sixteen instructions in memory instead of jump to memory location 15324). Relative jumps have a maximum distance of 2gb, so he just says all the code should be in the first two gigs of ram, which is plenty.
The reason the code is faster is because he can bypass the tlb, not because he uses relative32 jumps.
