Android doesn't do that, companies that make smartphones do. That's why people recommend flashing new roms because it's basically installing a new OS. Normally you'd be using a "guest account", but by installing Android again you'd be the admin.
But it's not like that's a bad thing. Give a kid a rooted phone or full administrative rights on your PC and they'd break it much faster.

I've got a feature suggestion. Sometimes you'll come across a torrent packed as a .zip or .rar and you know you only want one of the files inside. I think it should be possible to only download the relevant parts of the archive, right?
