Yes, you have to have root/admin access to use hosts file to block ads on any proper OS. Can't you read?

Android doesn't do that, companies that make smartphones do. That's why people recommend flashing new roms because it's basically installing a new OS. Normally you'd be using a "guest account", but by installing Android again you'd be the admin.
But it's not like that's a bad thing. Give a kid a rooted phone or full administrative rights on your PC and they'd break it much faster.

I've got a feature suggestion. Sometimes you'll come across a torrent packed as a .zip or .rar and you know you only want one of the files inside. I think it should be possible to only download the relevant parts of the archive, right?

I just run a little script on my phone that loads it onto one of my servers, DLs and transfers it over scp. Faster DL and transfer thanks to decent compression.
