4k overshoots the mark for a retina display so it's a waste to render it. That's why special upscaling algorithms that start from 1440p are a thing. Users will prefer higher refresh rates.
Also gamers are going to be glued to windows indefinitely and the UI scaling sucks for 4k. And even if it's good in the next windows release, the OS will only ship in a NSA ankle bracelet.
