i5 6400 with the cheapest z170 board you can find that has a blck change supporting bios somewhere on the internet. Exact same pref as a 6600k.
i3 6100, good for everyday task and decent for casual gaming if you're not dead set on 60fps @high/ultra

Not only that but it's unlocked and has a wraith cooler for immediate OC'ing to 4.2 - 4.4 Ghz
Obviously depends what games you're playing. I have an i5 4690 which in theory is perfectly fine for gaming but I'm unlucky and keep running into very CPU-intensive games that make poor use of my GPU.
i3 7350k is actually the one that looks like it has the best price/performance at the moment.

i3-6100 with a motherboard that lets you OC it. Asrock has a couple.
For play gta v, I wouldn't recommend anything less than a 6500.
The 8350 is about as good as a low tier i3 and GTA V does not like weak CPUs

There's i5-6400 too, which is $10-15 cheaper than 6500, but OC justs as well close to 4.5
Currently the i3-6100 seems to be the best option. All depends on where you get it from and for how much really. Local microcenter has them for $100 flat. Plus $20 off any compatible motherboard if you're buying the Mobo and CPU together. Can get a good ddr4/CPU/Mobo combo for $210 after taxes.
If money is no issue OP and you did mention you did a lot of video editing in the past, snag a 6700k. I'm in the same boat as you. Bought my chip for gaymen, but also started editing gameplay footage as a side thing. The extra threads on the i7 do help.
except they get their ass handed to them in real-world applications by X5600-series 6-core xeons and the $70 E5-2670, because the single-threaded performance on those is horrendous. both xeons also support DDR3 ECC RDIMM memory and have cheaper motherboards available.
