Depends on cooler. TDP is slightly below something like a 1070. Or GTX 970.
My Asus Strix reaches up to 65C. It does have three fans so maybe another manufacture will be just a little above that.

The PCB design is worse than all other manufacturers, so you're more likely to have a VRM failure.
I have the MSI Gaming X one, it idles around 36C and reaches 60-65C on max load on a custom fan curve. Pretty cool and quiet card
lol the 480 stock throttles at 90C
meanwhile the fan doesn't start until like 70C
and its target is 85C
by the time the fan kicks in it's already throttling, and the fan never gets fast enough to actually keep it cool
sure it's quiet, but the throttle issues wreck havoc when gaymen.

Depends which you buy. Reference from either Nvidia or AMD tend to run hot.
This is with a 20% baseline fan curve. By default this rx 480 only kicks its fans on at 60C.
sapphire rx 480 4gb is fine for me. 1080p titanfall 2/dark souls 3 max settings and it sits at anywhere fom 50-60c depending on whats going on.
Stock RX 480 here.
-30mv, 1310 core and 2200 memory.
Stays below 75c even with the factory fan curve.
my 480 nitro at -50mv and those settings runs around 65-70c
they seem to have good tolerance for undervolting so give it a go and see what you can get outta it.

All 480RX that were hitting 1500 had to be swapped to water cooling while also winning silicon lottery.
My strix is 65-70c under 100% load, with lower fan speeds than stock setting.

msi rx480 gaming x 8GB owner here.
It does get hot, but not more than the 1060 or any other high end card. And it has kick ass coolers to prevent any issues.
Your room will not get hot.
