I just got enough money to get a GTX 1070. Now the questions is, should I?
My initial goal was the GTX 1060 but some of you guys made me also consider the RX 480. The 1070 averages at 530 euro in my country with the 1060 and the 480 averaging at about 360 euro. That's That's a 160 euro difference. Is the 1070 worth it in terms of performance, or maybe I should save some of my money to get some more upgrades for my PC?
I want to buy new with warranty because last time I got a gpu from eBay used, it started acting up, overheating and crashing my computer with the slightest load, even with thermal paste/heatsink replacements. I could wait for Vega or the RX 490 but I'd like to enjoy some games this holiday season, unless there is a very specific upcoming product that matches my budget and will offer a significant performance boost.

Let me explain the dx12 performance meme; look up hardware specs of amd and nvidia cards. You'll usually notice that for each price e bracket the amd cards are far more powerful than the Nvidia equivalent. For instance, a 290x has as many tflops as a 980ti. But, obviously Nvidia performance on a 980ti is far better. On dx11 titles, performance on the amd cards will prove over time and slowly close the gap between the hardware equivalent Nvidia
Dx12 is just the amd card already being optimized out the gate. It's not some magic, they just got it right the first time. It's amd cards catching up themselves.

Some games are just so unoptimized you can't absolutely max them, but you should be able to play everything at fairly decent settings at 2560x1440. 2560x1440 is much higher than the standard 1080p (~80% more pixels), it's not going to get very easy to run everything maxed at 60+ with a lower-tier card until the top cards start being capable to run 4K without SLI/CF.

1070 is like 40% faster than 1060, so if that's the sort of performance you're aiming for it's definitely worth it. 1070 isn't a bad card, but it's basically the minimum you want in order to have a chance at single-GPU 1440p, because that resolution isn't exactly mainstream or easy to run just yet.
If you want better deals you might get them once Vega comes out, Q1 next year supposedly.

1070 is a big jump as far as I can tell, but to give you an idea the price difference between a 1060 6gb>1070 with decent coolers ranges from £90-130 less than a 1070, with a good 1070 retailing for £410 ish, so 1/4 extra of the price is probably worth it imo, really depends on your regional prices. But if you don't have that extra money then you don't really have any choice, there will always be better cards

if your GPU options are in the same price bracket and roughly equivalent in performance (1080p ultra 60fps) then always pick AMD
AMD has more stable drivers that are much less of a headache especially in windows 10 and DX12
The only reason to go nvidia is if the 1060/480 isnt strong enough for you and only because AMD has no response for the 1070/1080 category until Vega comes out.
If you need more horsepower than current AMD can provide then get nvidia but if you only need a certain power level and AMD has a offering always get that one because the nvidia team green experience is a massive streak of diarrhea across your face

I bought 27" 4k and plan to buy vega. Will let me run my favorite game Civ VI pretty gud, as well as the occasional other game. Most of the reason I wanted the monitor was just productivity, but if I have the monitor, would rather run it at 4k than 1080p.
I'm gonna be spending probably about $800USD just to get started with this though. Then I plan to buy a 120hz 4k monitor in a few years and upgrade my GPU/CPU to be able to handle that.

In that case, depends on target resolution. For 1080p, either 1060 6GB or 480; the 480 holds a slight edge, because there's little to no performance loss if you get the 4 GB version: 4GB is enough for all current games(unless 480 wouldn't be enough anyway...) unlike 3GB where you might have to compromise on settings to avoid being bottlenecked by VRAM, not to mention that the 3GB version of 1060 is a cut-down version. For higher resolutions, neither of them is sufficient, so 1070 takes the cake.

1070 is overkill for 1080p. If you're getting a 1070 get a 1440p HDR >100Hz Gsync monitor too.
Between the 1060 and the 480, the 480 will be better than the 1060 in the second half of its life, aka aging well. Right now they're about equal.
You can keep your CPU for a while. Might eventually want to upgrade to something that's more energy efficient. I doubt you can OC very far, but you may not care. Depends on the single core perf of AMD's new CPUs

what? it's never had a frame cap as far as i know. i play it on my 980 and get a locked 60 fps at max settings 4xmsaa. it seems this is one of those dx11 games which comes every once in a while which simple doesn't work well on amd gpu's for whatever reason.

here's my benchmark averages with my 980. an 11.1ms average frametime is about 90 fps right? correct me if i'm wrong. seems like i'm beating the gtx 1080 somehow.
