This can only be answered by knowing how much you need.

256GB RAM is the least you should have in 2017.

For normal everyday use, 8GB is enough, 16GB if you want to be safe. Anything over that is overkill (though RAM is so dirt cheap nowadays more RAM won't break the bank.) It depends on what you're using your PC for.

22GB is fine.

24GB is the minimum for MacOS unless you like memory compression.

Depends
4GB for web browsing or some older games
8GB for low-end/mid-end gaming
12-16GB for high-end gaming
24-∞ for work

I personally have 24 gigs just because i saw two 8GB sticks for €55, so i bought them just to make sure i won't bottleneck my system (6700K + 1070).
There's no point in getting 24 just for gaming right now.

For PC, use 16 for the first 3-6 months after buying a pc, then upgrade as needed.

If you're building a budget pc, don't be afraid to get a little bit of extra ram, there are things you can do to get a bit of extra usage out of your cheapo system by allocating ram around.

A few things for consideration...
The number of RAM slots your mobo supports. If you want a high end ITX system, remember that you're capped at two sticks, so get a decent amount right away.
On the other hand, if you have an 8-slot mobo, you can easily start with 2-4 sticks and add more as needed.

As for amount, 8GB is the 2016+1 standard for general use, 16GB for average workloads with multitasking, and 32+ is in the realm of high end video and data processing.
For high end programs like After Effects, you want 2GB RAM for each physical core your system has, so for an 8-core 16GB is bare minimum.

Just get 32gb, my last 3 computers all had 32 and never had any issue. Its pretty much the standard these days unless you're running a laptop or rasberry pi or shit.
