Two Control Panels, parts of settings in each control panel, different UIs for everything and the built-in adds are bizarre, even for MS standards.

OP is being disingenuous. There's not 3 separate UI's for Defender.

The top small one is the main scanning window with all of the basic features you're already familiar with. The one in the back is the security center which lets you manage all the other features BESIDES antivirus, and the one in the middle is just the settings panel which you can probably find on either UI.

So at MOST it has TWO separate UIs but they both serve their own purpose.

Win7 has the same problem with MSE though - normal program has it's own UI style and the settings popup window is classic old-school windows UI

I tried using Win10 and I had no idea what the fuck was going on. The visible control panel made no sense and the useful control panel was apparently hidden from view. Somehow I stumbled upon it but later on I couldn't figure out where I found it at.
