It doesn't even seem lighter on ressources though. It's the full OS, just locked down so you can't use most features.

I can see they will force this Windows Cloud thing on OEM laptops in order to sell more Windows 10 Pro.

There's talk of it being ARM compatible and competition with Chrome OS, which sounds to me like it'll be present on machines that cost about as much as a full Windows Desktop license does.

It's not a full Windows 10, it's a RT resurrection that's upgradable.
The reason behind this is to compete with cheap Chromebooks.
If you get a Windows 10 Cloud machine, you can choose to upgrade without getting a new machine which is a huge advantage over Chromebooks
