the Zotac GTX 1060 3GB (215 Eur)
or
the Gigabyte RX 470 4GB.
From what I've seen.... the 1060 is considerably faster.
Does anyone own a 1060? Can you tell me about your experience with it?

The 1060 6GB is, but the 3GB model you are looking at has less cores making it significantly slower. 1060 6gb ≈ RX480 > RX470 >>> 1060 3gb

They're within 5% of each other in most cases. You could buy either or and be satisfied. Basically just pick whichever you can get cheapest/ whichever has a good overclocking version at the best price.
