If they say it isn't their fault it usually means it isn't. Your cable being cut the fuck down counts as "their fault" because they can monitor it. "Not their fault" means precisely "there are no problems to be seen in your area"
If you're running Windows you can try some regular steps:
1) Restarting PC;
2) Turning off your antivirus soft;
a) if you are using a router - try connecting directly
b) If that isn't possible - try rebooting your router (power it off for like a minute or two, then power it on again).
3) If nothing of the above had worked, open cmd, reset your routes and ipv4 protocol - sometimes it helps.

If all of the above didn't help - you should really check it on another device and if it doesn't work (and the problem is not in your router) - sue the faggots.
Take them to court for throttling your internet and violating Net Neutrality.
I've done all that, and I am connected directly to the router. It always throttles bad during peak hours, but even then I don't get the 6 megs I pay for, 2 megs tops.
Net Neutrality is socialism, buddy. I don't want everyone to be stuck on dial up because socialists think everyone should have the same speeds, ie neutral internet.

In my area. i have dialup, FIOS, comcast, or centurylink. And that's it. Comcast is the fastest for the price so that's what i have, but i would really like fiber or anything else to come over here.

That's a common thing for a provider who has too little bandwidth for too many peoples.
Can't really help here much and can only suggest switching away from it but as I can see it isn't really an option.
However by "directly" I meant "connect without using your router". You might want to try it anyway.
The router is a modem/router combo and I use that.
