Converting lossy formats to anything will mess up the quality. Converting should only be done in a single direction, lossless to lossy.
Well lossy to lossless is an acceptable last ditch method in the case of archival when an original does not exist or can't be acquired, but is only really relevant to dead formats

Don't be stupid. The main method people should use nowadays is lossless to lossless. Plain wav files are big. You use a lossless format after those and call it a day.

Being autistic about very long-term archiving has been a dead meme since about 10-15 years ago. We were archiving songs at max 128 or 192kbit mp3 at first and now lossless files can be found within seconds. I will literally not care too much about losing almost all of what I have today.
I mainly keep it as a CATALOG, not so much as an actual data storage if you know what I mean.

There is a big debate over whether mp3 is free now or not. Why do you think LAME isn't bundled with a lot of software by default? Because the maintainers don't want to pay royalties. But there are very few cases of the mp3 owners going after people. A lot of free software projects will not include MP3 encoding/decoding by default over licensing fears.
