Does Linux have sound settings for each individual program/app like windows does in the "mixer"?

>still believing the telemetry meme in 2017
is that pic of u
From a little experience myself, I had problems with maybe the sound drivers.
I own a website where I use ustream to stream movies for my small community for movie nights with a chat. A year and a half ago I tried switching to Fedora (as I know it) and attempted to stream on it from OBS. It didn't matter what channel I used I would get static noise or sometimes distorted noise. I eventually used the HDMI channel (as I don't use it) until it started having static playing through it too.
What could have caused this?
>Lana Del Ray
that's one thing I miss about linux when I'm on a windows machine. the ability to just mouse over the volume icon and adjust volume with the scroll wheel, no clicking involved
>tfw been using xfce for almost 2 years
>tfw learned something today

Noooo!!! She has a great voice, shitty use of her voice (as in the genre she's trying to be)
Then she does that annoying (idk what you call it) slurr of words, like she's pushing her throat up forcing the words out, which is what many vocalists do, and it sucks.
And the pitch of her voice at points where she try's to sound like another Ladyhawke (The artists) sounds horrible.
I wish music was still like..
She is very pretty though.
