it doesn't need to if your download is saturated. you can have 1 seed give you 100% of the file for all the bittorrent spec cares. every extra client is a little bit of extra overhead.
if your speeds are wank slow (looks like they are) then its probably a really bad peering issue and you just cant connect to anyone else if you can, try torrenting through a proxy/vpn to see if your peering improves
(also remember seeds on public torrents are slow as fuck anyway (but not 16kbps slow))

definitely sounds like an issue with your internet next time it slows down to a crawl, pull the power on your router and reconnect it - you will probably see your speed pick back up
that said - i see from the screenshots you jumped from 1 seed to 2 - is the second seed uploading 99% of the data? or has the first seed picked up speed too
