I've seen arab exchange students here next to our locals, and trust me - there's a HUGE difference.
My old school used to take in a bunch of turks every year, and they all looked distinctively different. I noticed that the very first day they came, and I'm pretty used to seeing those tugas whose skin is darker than usual even during the winter.
During the summer though, it's granted - most of us look brown as fuck. Hell, even now I have a pretty significant tan, and this comes from like a week of sunlight exposure. The way a tan coats our bodies in this turd-like brown makes us look as dark as arabs (some, not all), but the difference in our skin tone when it's tanned and when it's not is abysmal. My tan is pretty light right now and the difference between my arms' skin tone (my upper limbs are tanned, unlike the rest of my body, since I wore mostly shirts in the past week) and my shoulders' skin color is huge.
Hell, last year I rarely took my shoes off and walked around wearing shorts most of the time. Needless to say, my feet were super pale while my legs were brown as fuck. HUGE difference.

Most Turks live in the West, Northwest and East, Istanbul itself alone accounts for 14 million of Turkey's 74 million Turks, and a group of Portuguese people would fit right in there, in any Western or Northern city (so 50% or more of the country).
