Honestly when it comes to finer nibs you don't want to go cheap. Even Germany which is arguably one of only two good nib producing countries in the world would be considered a second tier choice in this area. When it comes to fine and extra fine nibs, Japan is the uncontested winner. Pilots and Sailors from eBay Japan are your best option here.

I don't know how fine you want to go, but the white hero (4th from left, middle row) writes pretty fine from what I remember.
a fountain pen uses liquid ink that flows from a "container" to the tip of the pen to the paper a gel pen uses a gel-based solvent in which pigments are suspended, and that flows from the container to a ball that rotates when the tip is moved on the paper, and by rolling, the ball is covered with new gel/ink continuously that ends up on the paper

You can get a decent one for 8$ that will last you years and pair it up with a 5$ bottle of ink that will last you 5 years with heavy use. It's cheep and more fun to use. The only down side is if the paper you are writing on is super cheap (only happened to me a few times) they tend to bleed through.
