Cache access between CCXs add 30ns to access time. Windows doesn't schedule to keep cache and process on the same CCX currently. That's what you're seeing there.

It's not frequency bound else 4.4ghz and 3.8ghz 7700K would have more a difference, certainly minimally threaded, 6900K would btfo 7700K if it came down to sheer ram bandwidth or cache size, I highly doubt it's IO bound

Only thing left is cache access time. 6900K has slower than the 7700K, Ryzen is inbetween if it's on the same CCX, much worse if it's on a different CCX, and Windows is known to ignore the CCX and scheduling layout of Ryzen.

Photoshop does not work well with multiple physical CPUs.
