Post-Ottoman states started using it after independence and the star & crescent was property adopted by Arabs in general after the 50s. Prior to the Ottomans it was just calligraphy(see IS/Saudi/Al-Qaeda flag) or plain banners. Iran & Saudis to this day don't use the crescent precisely because of this reason.
So it started out in Arabia and then the Turks adopted it and then it went back to the Arabs.
