Post-Ottoman states started using it after independence and the star & crescent was property adopted by Arabs in general after the 50s. Prior to the Ottomans it was just calligraphy(see IS/Saudi/Al-Qaeda flag) or plain banners. Iran & Saudis to this day don't use the crescent precisely because of this reason.
