”of little moment" is a difficult expression and not commonly used.
And subordinate clauses surrounded by commas are difficult to understand sometimes.
I think it's a complex sentence. Most people would need to read it a few times to understand. When there is a subordinate clause surrounded by commas, you have to read the sentence a few times with a different intonation. When you get the right intonation, you understand the sentence. It's normal.

Why can't every kanji be consistent like this. The furigana is always mi everytime I encounter it

If you keep studying you will get to a point where it sounds absolutely strange to use some of the readings for a kanji in certain cases.
And you'll wonder if it's because you have just gotten used to random rules or if it's because you have discovered some unspeakable rule of Japanese.

No you may not. There are much more difficult sentences. Many high school students in America read Heart of Darkness or other difficult texts with long, complex sentences.
The trick to understanding a complex sentence with subordinate clauses in the middle of the sentence is to read them many times until you get the right intonation. Only native speakers will know when the intonation is correct by instinct. They're not stupid for not understanding. But I'm sure if they tried really hard and asked "what does 'when known' modify," they would have understood. That is, if they were educated in English through high school and actually read the books they were told to read.
