Yes. It's pretty popular. You have to be on the west coast, though. You won't get any waves here in the Oslo fjord. And you will probably have to wear a wetsuit in most cases, because the water can be a bit cold.
I've never tried it myself, though. So I don't know much about it.

I live right on the beach, so if you walk like 15 meters you'll be feeling the waves at your feet.

90km/50 minutes by road 73km in a straight line. It's a cold/windy beach though, not good for beach, but a nice walk anyway.
