There's Greenshot for regular screenshots and editing them.
Also, if you want to screenshot full webpages, I would recommend you a Firefox extension named "Screengrab!".

Since everyone is memeing here and posting outdated tools, let me give you an actual answer, OP.

ShareX. It's by far the most advanced and customizable of all. It has a shitload of tools, and you can change any setting you imagine. It even records and live encodes webm (and gifs) such as this one.

In Greenshot you can take a screenshot while you're taking another one about taking a screenshot of taking a screenshot.

I found it, the ShareX part just has it's "save settings" set up in some retarded way so it doesn't save them half the time
