There are also other factors as well, a highly important one being if they are part of the 5-eyes or 14-eyes intelligence agreement and if they will comply with lawful requests are are obligated/required to do so. VPN's out of this jurisdiction are for the most part very safe then if combined with the no logs, no IP records stuff.

Partially true, only if the VPN provider does in fact keep logs. If there are no logs, there is nothing to cross-verify and lock down specifically because (any good) VPN provider has their customers connecting to a "pool" which shares the same public IP address, which means that any traffic captured in the middle could have been any number of those hundreds of other customers connected to that server at the same time. Only the internal logs would tell which one was which (unless some encryption safeguard is put in place), and that's where ultimately the trust comes in.

But essentially, no logs = one of the best things you could ask for.
