I'm myself wondering if there's actually a keyboard out there with only a keypad and no arrow keys, so you can actually switch it on and off for its intended purpose.

Why does nothing make use of this key? Plenty of programs need to pause, but I've never seen anything use it

I never use shift for capital letters, I press caps lock two times for each of them.

What have you guys reprogrammed that key to?

Mine opens my Downloads folder.

I actually had to use it once to try to debug an ancient Excel file. It actually pauses VBA, so there's that. I do agree it's largely useless though.
