there's been an outdoor advertisement for used thinkpads in my city for years (they particularly advertise X2XX series which they sell for 200-300 euros depending on config)

it can't sell that badly if they bother to advertise on a big-ass, very visible window. its at a spot where everyone driving or riding a bus to the center of the city sees it.

No concept of what to buy. When it comes to cars they know that there are spare parts for VW related models everywhere or to get an old Hilux.

It depends on the part. I generally don't buy used peripherals like keyboards and headphones. I buy other parts like CPUs and GPUs used, depending on how much I save. I got a 5820K bundle for 380 € last year, with warranty, a great deal.
Depends on the part, I don't mind when a 10 € GPU is broken. I don't buy more expensive things without warranty. Getting current-gen GPUs used with almost full warranty left can be a good deal, you get 1080s for 450 € now instead of the original 750 € price tag some months ago.

our student loans are different from the US, we don't get that much at once (rather it is spread over our studies, even monthly payments) (no need for big one-time payments since studying is free)

but yeah I guess now that I think of it, if students get it all at once it "makes sense" that some decide to "pay for quality"

Because the products that used were sold because they were broken. With laptops and computers idiots will have windows rot and viruses. So buying these is ok and easy to fix But being a brokefag and having bought a used game consoles and other electronics. It was almost always sold because it had hardware problems. And the people always suck at refurbishing these items. when my x360 broke I decide it wasn't worth buying a new disk drive from some chink site that takes 3 months to ship. So just avoid this hassle by buying it new.

From my experience this is true. All 3 on the board of the company I work at (owner, which is one of the 20 wealthiest in the country, and his 2 sons) own not only used cars, but also imported from out of the country. Also, the owner of my previous workplace (even higher, top 10 wealthiest) still owns a '97 Audi A8 as his main car.
But I'd say it's more of not wasting money on useless shit than not caring about impressions honestly.

Because cars are expesnive. I could not afford a new car back in 2012, so I settled with a second hand Audi A4 from 2010. Electronics (laptops, as in the picture you posted) are cheap enough, so there's no reason to buy them used.
