Microsoft will never ever block third party apps, even if they want everyone to use their store, it just won't happen. Windows has so many programs and discontinued ones that it will create a huge backlash. You have to think about those utility facilities, where they use custom programs to administrate everything (like a dam). what are they going to do? wait until the programmer publishes the app on the store?

SteamOS was not locked down. It was just a modified Ubuntu with Steam's interface, except you could still access GNOME and install other applications. Nobody really cared for it though. Windows users weren't going to switch to a platform with less games, and Linux users just installed the regular Linux steam client.

Linux is still very much in the tech-hipster sphere, so that's the kind of shit that gets ported. The current situation is a massive improvement compared to pre-steamos, as linux adoption increases so will ports of bigger name titles.
