To know that you'd need to know the ratio of cheats who don't get caught to those that do. Since the admins don't advertise why people were banned, we don't even know the number who get caught. We do know they do catch them, though. (I had one of my invitees banned)
Most private trackers aren't download-city, so it's pretty easy to catch someone reporting upload on a torrent with no downloaders and who nobody else is reporting upload on. If you're reporting fake upload on more than one active torrent, it's not too hard to track down the common link between swarms with unbalanced stats, either. And if you fake upload on one torrent you'd have to keep it very low to not stand out. So probably not worth it compared to just running legit. Trackers ain't hard if you have some space for seeding torrents.

They do not do recruitment besides various IRC vetting, but good luck trying to impress h*h staff because they're so autistic about their tracker they change domain names like every 6 months to remain "exclusive" or some BS. They also don't allow screenshots and use a ridiculous backend that makes "personalized" backgrounds and stats for every member so even taking a screenshot will let the mods know who the user is. Like I said, major autism. If you don't need super rare un-uploadable books/music/videos from other trackers then avoid this tracker, it's just not worth the effort.
