Etymologically - yes, but when it comes to transliteration of Polish names, "ą" becomes "oм", not "y". It's not really common to "translate" Polish names, you just write them how they are (or were) pronounced.
So, Polish Andrzej becomes Aнджeй in Russian, even though it's absolutely clear that this name has the same root as a Russian name "Aндpeй".
