I kinda get what they trying to do for this version. They try to somehow integrate Opera into your desktop. That pic is my desktop background. The default startpage looks empty because I already remove all the social media "bubbles"/bookmark. You can add your own bubbles though just by dragging them to the center although it seems you can't arrange them.

No it isn't. The source code was stolen and leaked.
For it to be legitimately open source, Opera has to relicense it as such. Presto is legally proprietary and any unauthorized third-party amendment done from the leak is copyright infringement and technically illegitimate.
Anyone who tries to make another browser from it runs the risk of being sued. FOSS repos will never host it because it's not legally open source and I don't think they want to be sued either.
Presto is dead. Let it go.
I can't fucking bother with no google stuff sync. But at least, dark theme looks ok and Chrome/Chromium never did have a decent dark theme. Not one.
