I think they ban ranges of IP addresses, from posting, based on country to location or what services are run typically on those ranges, I think.

It's based on IP and cookies, if you're a phone poster or on an LTE router just reconnecting will reset the IP, but if you have a ban cookie, clear your browsing data (assumin you don't do that already) and it'll forget you're banned again.

I don't know about Sup Forums, but on 1127ching all you need to do is close all the tabs you have open of that website, clear your cookies, obtain a new ip (usually by restarting your router), and you have successfully ban evaded

So a dynamic IP is very common, and it changes at least once a day automatically.
