Kruschev should have done Stalinist purges against the Breshnev faction then implemented market socialism in the style of Yugoslavia. Next he should have focused all his efforts into making sure the Cold War ended and relations thawed, that way he could have done more trade with the West and wouldn't have to worry about the bullshir arms race. He should also have done more to appease the Baltic states, Ukraine, and all the other republics that clearly didn't want to be part of the USSR. Finally he should have implemented gradual democratic reform that slowly could have either led to multi-party in democracy or no-party democracy.
