Stable? Are you sure? I had the thing crash whenever I would change the theme using the MATE tweak tool. It happened more than once.

it's my favourite OS as of now and i use it everyday but it's far from stable. i get system errors fairly frequently on my laptop install at least. not so much on my desktop for whatever reason despite them both being 16.04

I prefer Debian because it's even more stable and it allows more control over the whole system, but MATE is an excellent desktop environment. I use LXDE on most of my stuff for speed but MATE is fantastic. It also comes with a good set of built in programs.

been using ubuntu mate for 3 years how. only problems i had were in 14.04, and they are gone now.

it is if you install it with the appropriate profile.

Mate tweak has some pre defaults that does the thing you actually said, but moves panel to bottom, you just have to move it to top and you're set
There's one preset that even looks like unity
Also the developer is also mate developer, so it's kinda official distro of mate
