The sysadmins have way more culpability in this. The patch was responsibly disclosed to Microsoft, patched in March of this year, and only disclosed to the public in April (a month after the security patch). Wannacry only started using it as a vector of infection a month AFTER it was disclosed to the public, or two months after making the patches that would have prevented infection became available.
