Microsoft has been capping performance of applications using OpenGL since Windows Vista and that is still happening on Windows 10. Both had the same performance on Windows XP on whatever game, and any performance issues present on either DirectX or OpenGL were the developers fault.

No, the Dolphins devs say OpenGL is the fastest core, followed by vulkan, then DX. The DX12 core is actually the worst nowadays, as the maintainer doesn't care about it anymore.
