The router will assign a PRIVATE IP addresses to each of the devices on your network.
And if you use your own router it will again assign its own private IP addresses to your devices.
Since the system administrator controls the main router going to your dorm room he can monitor all traffic and see exactly to which room it goes.

The university itself didn't call me out for torrenting, a DMCA complaint was sent to them, since they're the ISP in this case, and they forwarded the complaint to me. I think they don't really care about piracy or whatever, but they have to forward the complaints if they can trace them because due diligence or whatever.
And I later confirmed that each room does in fact have its own unique public IP address.
