In Britain, and I assume elsewhere there is a huge culture of it. The idea is a bit like fight club I guess, like it's a break from every day work just to get into a fight. For the most part people don't get killed or anything, it's not like gang warfare, rather that "firms" (groups of men who are into football and fighting who support a particular team) organise a place where they're gonna meet up and fight. There's loads of films made here about it and it had a huge influence on fashion here as well ("casuals" was like a subculture it spawned, which started with a few fans stealing Italian and French sportswear during international matches and bringing it back, which made foreign sportswear into a fashion piece here)

tbf, we take anyone who gets done for hooliganism's passport away here. Most of the English people fighting in France would just be some tanked up wannabes, while Russia's are more likely actual firms who are going specifically to beat the shit out of anyone and everyone. Hooligans aren't as usual as it used to be nowadays here, after a law that doesn't allow supporters from the biggest teams go against each other games, that avoided the violence. I think this law only applies in São Paulo. Now that the Brazilian championship started, the hooligans been fighting again.

Tbh, it's pretty much died out now for us. At least in the sense of having highly organized gangs who just go looking for fights with each other. Obviously we still have dickheads who like to fight, but it's not on the level it was in 70's and 80's..
Eastern Europe and Russia have taken the blueprint we created back then, and run with it.
That's why we're getting our shit caved in at the moment in France.
