It's not the matter of being tough or not.
There are some troubles when dealing with them:
1) they rarely start harassing you when they are alone. They usually walk in a group of 5-7 men 2) Its hard to report them to police beuce they can either a) run to caucasus and hide among their relatives, local police wont even bother with the other regios's request and b) they have very rich diaspora, if you understand what i mean. 3) We have a very nasty article in our criminal code, article 282 whic is called "Incitement of Hatred or Enmity, as Well as Abasement of Human Dignity" which is only used against russians.
