Fullmetal Alchemist takes place in a fictional coutnry that's pretty much a stand-in for early 20th century Europe. There's another country in the world that's an analogue for China and all the characters from that country have black hair and dark eyes.

There's not really any in the world. We only really know about three of the countries - Amestris (a kind of mashup of Britain and Germany), Xerxes (Ancient Greece), and Xing (China). There's also analogues for Russia (Drachma), Italy (Aerugo), and North America (Creta).

And Ishvalans are Middle-Easterners.

We get one scene with Drachmans getting btfo by Kimbley and there's a movie that takes place at the Amestris/Aerugo border. Next to nothing is known about Creta.
