1050ti + i3 7100 + 8gb ram + 1TB hard drive is round 350USD and then find the cheapest mobo, case and PSU you can to fit those in
You could also go a little higher and get an RX570 GPU and mine with it to recoup initial 30 bucks more

I would just buy an older Dell or hp and slap a 1050ti in instead of that. If you are looking for a gaming PC for under 400 you will always get a better system if you buy a prebuilt instead of buying everything separately and that is a fact nerd.
