I went to a private school for my elementary education. We would be tested every year or so but they will never reveal your score; they will only move you up or down grade levels. There is no class ranking either as you would not know the other person's score unless that person reveals it to you. That said I was eventually placed in a class where I'm three years younger than my peers. This was in the early 90's before they discovered that this messes with social and emotional development. Evolution only works in the presence of a harsh enviroment which will cause natural selection. Africa offers a comfortable environment for the most part (with exception of the Kalahari in the south where the bushmen are arguably more evolved) and this has allowed African humans to remain archaic. Europe on the other hand, was a harsh environment (still is compared to Africa) and natural selection did take place. Natural selection allowed European (and Siberian) humans to develop (through the generations) a higher IQ, which offered better chance of survival. Somewhere along the line we built civilizations and now here we are.
I think it's also important to mention that sub Saharan Africans today, are the only humans without admixture from another hominid. Europeans, Asians (and south Americans) and Melanesians (even the Aboriginese) all have admixtures from other hominids. Europeans and Middle Eastern people from Neanderthals, Asians from Neanderthals and Denisovans, etc. And a point worth noting, Neanderthals had a much larger cranial capacity than we do today. Even early modern Europeans (Cro-Magnons) had a larger cranial capacity than we do today. And these archaic humans were not as primitive as you may think, I'd even go as far as to say they were more advanced 40.000 years ago than Africans were before colonization. Just recently the oldest ever jewlery was found in Siberia, dated to about 40k years ago. It was attirbuted to the Deniosova hominid.

When I was in 4th grade my school participated in a GATE program where a certain top percentage of students (Wikipedia says it's normally top 2/5%) in the area based on IQ got to go and learn with other non-brainlets once a week or so. No, these disadvantages are mostly a biproduct of colonialism. There were already established and somewhat successful nations in Africa, before the Arabs and Europeans started raping the continent, and once the European colonial powers were done with Africa, they simply drew some arbitrary borders and called it progress. With the creation of these seemingly random nations came civil wars and other conflicts. All of this has made it immensely difficult for Africa to rebound back to stability.
In the coming years, many African economies are expected to grow immensely, such as Kenya, Botswana, and South Africa. Especially Kenya. I doubt that you will keep speweing this drivel in 30 years, when several African nations have advanced economies.
