Do what I did. Throw away your botnet phone, buy a oneplus if you want a smart phone, buy a prepaid sim registered to a fake name, don't link a Google account of any kind to it, and use wifi. a surprising amount of people send cash by mail for legitimate reasons (we dont look in the mail but its not hard to guess), small amounts certainly arent bothered with in the unlikely event of mail being opened (usually to repackage, if we cant fix with tape)
If we get a court order to watch mail to a certain address then yes, all tracking information is saved and forwarded to the relevant parties, I think they're public record but I'm not sure.

I should say I make decent money and have little incentive to steal your shit and get caught. In countries with shittier post services, this isnt always the case.

Consistent data needs to be generated.
It gets generated at random.
A lot of systems have weak random generators.
Noise generators, even reasonably good ones, tend to spit out a load of inconsistent shit regularly, instead of follow realistic patterns.
Think about it like it's like a spy trying too hard to fit in by buying the most generic clothes possible and ending up standing out a mile away.
Like stereotypical black-van black-suit sunglasses spy you would see on a TV show. That's what they are like in a sense.
They don't follow believable patterns of browsing.
After a while, they can be tagged with a near 100% accuracy as being a bot because the shit they throw out is so randumb xD

After a certain threshold, algorithms can uniquely ID systems even based on random data generation if the generation is weak and relies on pseudorandom generation. (which a considerably large number do do! frightening)
This is why shit like Truecrypt made you have a seizure with the mouse over the window to add random entropy in to its generator.

What you really need to aim for is beating Googles new captcha system by making a bot that seems human.
You need to emulate human-like erratic movements, but also the imprecision of mice moving across surfaces and the subtle impact it has on the computer-end.
Then there are also little driver issues that can crop up and create minor acceleration.
Some are so bad it can create touchpad-like movements, just on a smaller scale.
Most mice have unique patterns of imprecision based on these facets.

Whether it can be used for identification is another issue.
The human-side of it might be enough. Better to just not fuck around with the mouse randomly while you browse sites.
Or just block the trackers and accept you will be forced in to typing or clicking captchas.
