You are talking about tariffs - which are taxes fair enough - but are the distinction has to be made for the discussion.
Now, i know that you are American. And you believe that neoliberalism is the golden god on earth, all taxes are bad and shouldn't be used ever never. But tariffs aren't black and white negative things.
Neoliberalists argue that tariffs only benefit the government and the domestic producers, not the consumer but you have to remember that when you protect the domestic producer you also protect the worker.
We can take an example from history as well: Thatcher decided to shut down the British mining industry because it wasn't making money without subsidies. She was following neoliberal ideology.
What she forgot was that those mines employed a shit ton of people - and when they were shut down they were no new jobs. And thus, northern England is a shithole these days.
